$4,450,000 appropriated from the bond proceeds fund to the adjutant general for design, construction, renovation, furnishing, and equipping of the National Guard Readiness Center in St. Cloud.

Commissioner of management and budget authorized to sell and issue state bonds up to $4,450,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Unspent appropriations for completed projects may be redirected to statewide asset preservation under Minnesota Statutes section 16B.307, with section 16A.642 applying from the original appropriation date.

Effective the day following final enactment.
