• Commissioner of education must develop an academic achievement rating system assigning star ratings (1-5 stars) and academic achievement scores (0-100) to schools and districts based on student performance and growth metrics.

• Elementary and middle schools rated on six equally weighted factors: reading and math proficiency percentages, reading and math academic growth rates, and low-income and students of color achievement gap scores.

• High schools rated on five equally weighted factors: reading and math proficiency percentages, four-year graduation rate gap score, and low-income and students of color achievement gap scores.

• Districts rated on six equally weighted factors: third grade reading proficiency, low-income and students of color achievement gap scores (at district level), high school reading and math proficiency percentages, and four-year high school graduation rate.

• Star ratings and academic achievement scores must be reported annually on the Department of Education website as part of school performance reports, with schools and districts able to appeal their results.
