High school league must maintain a public rulemaking docket on its website with at least 30 days' notice before board meetings to consider new or changed eligibility rules, including proposed effective dates.

League must hold a public hearing on proposed eligibility rules if requested by 25 or more parents or guardians of students, with the league paying all hearing costs.

Hearings must be conducted by an administrative law judge or independent hearing officer appointed by the commissioner of education, who must evaluate whether the proposed rule is needed and reasonable.

If a hearing officer determines a proposed rule is not needed and reasonable, the league must remedy the identified defects and submit the revised rule for approval before adoption.

"Eligibility rules" includes league bylaws, policies, and procedures affecting student participation in high school athletics.
