School districts must provide free admission to homeless pupils regardless of residency status in the district.

District of residence for homeless pupils is determined by where the parent or legal guardian resides, with exceptions for terminated parental rights, out-of-state parents, or parents in correctional facilities or halfway houses.

The serving district is responsible for transporting homeless pupils to their district of residence, with transportation from permanent homes in other districts limited to the end of the academic school year.

For homeless pupils with individualized education plans in programs authorized by intermediate school districts or cooperatives, the initial serving district remains responsible for transportation unless both districts mutually agree otherwise.

The amendments become effective July 1, 2018.
