Requires physicians to orally inform patients of the opportunity to view or decline to view an active ultrasound image of the unborn child if an ultrasound examination is performed or will be used during an abortion procedure.

Mandates informed consent requirements including disclosure of medical risks specific to the abortion procedure, gestational age, risks of carrying to term, and for abortions after 20 weeks, information about anesthesia or analgesia for fetal pain.

Requires physicians to provide information by telephone or in person at least 24 hours before the abortion, with exceptions for medical emergencies or fetal anomalies incompatible with life.

Requires written certification from the female prior to abortion confirming she received required information, with physicians retaining certification in medical records for at least three years.

Requires disclosure of additional costs for anesthesia or analgesia and physician administration of these if the woman consents.
