Council of Health Boards shall convene a work group to study telehealth technologies including high-fidelity simulation and teleconferencing for clinical experiences in counseling-related postsecondary educational programs, including supervised practicum and internship hours.

Work group shall study parameters for using telehealth technology in supervision of persons completing postdegree supervised practice work experience and training required for licensure, ensuring quality and competence of supervised activities.

Work group shall study increasing client access to mental health services through telehealth technologies.

Work group must include representatives from Boards of Psychology, Social Work, Marriage and Family Therapy, and Behavioral Health and Therapy; postsecondary educational institutions with accredited counseling and mental health programs; and relevant professional associations.

Council shall submit recommendations to legislative committees with health occupations and higher education jurisdiction by February 1, 2019, including an implementation plan and any necessary legislative changes.

$25,000 appropriated from state government special revenue fund to health-related licensing boards administrative services unit for the work group in fiscal year 2019 as a onetime appropriation.
