Requires health insurance coverage of digital breast tomosynthesis (three-dimensional breast imaging) as a preventive screening procedure for enrollees at risk for breast cancer in Minnesota.

Defines "at risk for breast cancer" as having a family history of breast cancer in first or second degree relatives, testing positive for BRCA1 or BRCA2 mutations, having heterogeneously or extremely dense breasts, or a previous diagnosis of breast cancer.

Exempts public health care programs under chapters 256B and 256L from this coverage requirement.

Takes effect January 1, 2019, and applies to health plans issued, sold, or renewed on or after that date.
