Increases funding for Grow Your Own pathways to teacher licensure program from $1,500,000 in fiscal year 2018 to $5,000,000 in fiscal year 2019, providing grants to school districts for new teacher programs.

Requires at least $3,500,000 of 2019 grants to school districts with more than 30 percent students of color for nonconventional teacher residency programs that provide tuition scholarships or stipends.

Changes recruitment language from "strongly encouraged" to "must" recruit candidates of color and American Indian candidates to participate in Grow Your Own programs.

Allocates at least $1,500,000 for schools or districts where more than 30 percent of students are of color or American Indian to provide financial assistance and mentoring for community members seeking teaching licenses.

Allows school districts and charter schools to apply for grants to develop expanded programs including dual-credit postsecondary courses and future teacher clubs for secondary students of color and American Indian students.

Requires annual reporting to the commissioner on participant numbers, demographics, and program effectiveness metrics including teacher hiring outcomes.

Establishes July 1, 2018 as the effective date.
