• Amends Minnesota Statutes 2017 Supplement, section 123B.41, subdivision 2 to modify the definition of "textbook" in Minnesota education law.

• Expands textbook definition to include online books with annual subscription costs and teacher's editions or teacher's guides that accompany textbooks used by pupils.

• Limits the definition for nonpublic pupil aid entitlement calculations to books, workbooks, manuals, electronic books, and electronically-delivered printed materials intended as principal study sources.

• Requires that textbooks and educational technology materials be secular, neutral, and nonideological to qualify under sections 123B.40 to 123B.48.

• Effective for revenue in fiscal year 2019 and later.
