$4,000,000 appropriated from the general fund to the commissioner of human services for a grant to Perspectives, Inc. for expansion and renovation of the Perspectives Family Center facility in St. Louis Park.

Expanded facility must provide supportive housing for homeless women and their children, mental and chemical health programs, employment services, and academic/social skills/nutritional programs for homeless and at-risk children.

Facility must also offer an all-day therapeutic early childhood development program for homeless and at-risk children and a culturally sensitive environment for at-risk children to meet with nonresidential parents.

Appropriation is contingent upon the commissioner of management and budget determining that an equal amount ($4,000,000) has been committed from nonstate sources to complete the project.

Effective the day following final enactment.
