Expands rental authority beyond Camp Ripley to include any armory, building, or facility operated and maintained by the adjutant general.

Rental proceeds must be applied to increased utilities and maintenance costs directly attributable to the rental, general operating and maintenance costs for the facility, and improvements to Military Department facilities.

Requires rentals to be made under terms that do not conflict with the Military Department's use of facilities for military purposes.

Authorizes the adjutant general to order necessary personnel to temporary state active service to ensure safe operation of rented facilities, with personnel costs included in rental agreements.

Personnel in temporary state active service supporting rentals must be compensated according to rates and policies established by the adjutant general.
