Increases appropriation to the Minnesota Historical Society from $11,815,000 to $16,305,000 for preserving and enhancing access to Minnesota's history and cultural resources.

Allocates $4,500,000 (first year) and $6,500,000 (second year) for competitive grants to local, county, regional, or other historical and cultural organizations, including $150,000 in year two for Preston grain elevator restoration.

Provides $4,055,000 (first year) and $6,945,000 (second year) for statewide history programs conducted by the Minnesota Historical Society.

Directs $2,000,000 annually for partnerships involving multiple organizations to preserve and enhance access to Minnesota's history and cultural heritage across all regions.

Appropriates funds for specific projects including statewide surveys of historical and archaeological sites ($400,000 annually), digital library project ($300,000 annually), and targeted grants for historic preservation at locations including Fort Snelling Memorial Chapel, Fairmont Opera House, and Litchfield Opera House.
