Defines "racing or gaming-related vendor" as any person or entity that manufactures, sells, provides, distributes, repairs, or maintains equipment or supplies used at Class A facilities or provides services related to horse racing, simulcasting, pari-mutuel betting, or card playing.

Changes commission annual report requirement from odd-numbered years to February 15 of each odd-numbered year.

Extends the payment deadline for advance deposit wagering regulatory fees from 7 days to 15 days after the end of the month in which wagers were made for both the one percent regulatory fee and one-quarter of one percent breeders fund fee.

Modifies license revocation and suspension procedures to allow contested case hearings only for suspensions exceeding 180 days (previously 90 days), establishes 10-day timeline for appealing summary suspensions, and requires contested case hearings within 10 days of such appeal requests.

Directs fines imposed by the commission to be distributed for racehorse adoption, retirement, and repurposing programs, and allows the commission to recover attorney fees and costs when it prevails in contested case proceedings.
