Establishes a local cost-share assistance account in the local road improvement fund to provide grants or loans to cities, towns, and counties to pay their local share of trunk highway projects not fully funded by state and federal sources.

Appropriates $100,000,000 from bond proceeds to the commissioner of transportation to match federal money and replace or rehabilitate local deficient bridges, including design-build contracts, land acquisitions, and relocation expenses.

Appropriates $100,000,000 from bond proceeds for construction and reconstruction of local roads with statewide or regional significance and grants to counties for rural road safety improvements on county state-aid highways.

Authorizes the commissioner of management and budget to sell and issue up to $200,000,000 in general obligation bonds to fund the appropriations in sections 2 and 3.

Effective the day following final enactment.
