Allows members to propose bylaw amendments through a resolution signed by three percent or more of all members, which must be submitted to members for a vote with at least 30 days' notice.

Permits balloting on bylaw amendments by mail or other electronic means in addition to in-person voting, with proposed amendments posted in the credit union office for 30 days before voting.

Members may request a written copy of proposed bylaw amendments no later than 10 days before the close of balloting, and amendments require approval by a two-thirds vote of members actually voting if a quorum is present.

Expands the definition of "cause" for member expulsion to include loss to the credit union, violations of membership agreements, fraud, illegal behavior, and inappropriate behavior such as physical or verbal abuse of members or staff.

Requires credit unions to deliver written notice of expulsion and nonparticipation policies at least 30 days before their effective date, and to provide notice to new members before or upon their application for membership.
