Wireless communications device dealers must pay for used devices by check mailed to a specific address or by electronic transfer.

Cash payments are permitted only if made through an automated kiosk that includes live remote monitoring during all hours of operation.

Automated kiosks must capture and store images of customer identification and the wireless device, electronically report all transactions to law enforcement, and only buy wireless communications devices.

Automated kiosks must be physically located within a retailer partner's store and comply with all other section requirements.

Local law enforcement may require an automated kiosk to close for repairs if unable to comply with these requirements; effective the day following final enactment.
