Increases the maximum aggregate nameplate capacity for solar energy systems eligible for production incentives from 20 kilowatts to 40 kilowatts per premise.

Allows owners of solar systems installed before June 1, 2018, to receive incentives for additional systems at the same location, provided total aggregate capacity does not exceed 40 kilowatts.

Exempts changes to the program that increase projects up to 40 kilowatts or less from requiring utility filing of a revised plan with the commissioner of commerce.

Raises the solar energy standard requirement for large utilities with more than 200,000 retail customers from 20 kilowatts to 40 kilowatts for small photovoltaic devices that must meet at least 10 percent of the 1.5 percent goal.

Allows utilities with 50,000 to 200,000 retail customers to apply individual customer subscriptions of 40 kilowatts or less to a community solar garden program toward their solar energy standard.
