Amends Minnesota Statutes 2016, section 216B.16 by adding a new subdivision establishing a pension rate base for public utilities.

Requires the Public Utilities Commission to allow public utilities to include employee pension contribution costs in their rate base and recover these costs from ratepayers.

Permits recovery of accumulated contributions exceeding net periodic benefit costs and contributions required to comply with the federal Pension Protection Act of 2006 and other applicable federal and state pension funding requirements.

Authorizes public utilities to track unrecoverable pension rate base costs and investments incurred between general rate cases for future recovery at the return on investment level established in the utility's last general rate case.
