Amends Minnesota Statutes section 129D.17 to modify expenditure requirements for arts and cultural heritage fund grants, including requirements for measurable outcomes, current scholarship or best practices, and state-of-the-art technology when appropriate.

Requires individual recipients of arts and cultural heritage funds to be Minnesota residents and all funded projects must be located in and completed in Minnesota, with grant recipients required to return any remaining funds if unable to complete projects in the state.

Creates new civil penalty provisions allowing the commissioner of administration to impose penalties up to ten times the amount of the grant awarded for projects that promote domestic terrorism or criminal activities.

Establishes procedural requirements for civil penalty enforcement, including notice to violators and opportunity for contested case hearing under Minnesota chapter 14, with violators also required to reimburse investigation costs, attorney fees, and administrative hearing costs.

Requires civil penalties to be deposited in the general fund while the original grant amount must be returned to the arts and cultural heritage fund.
