Amends Minnesota Statutes section 190.11 to clarify the adjutant general's authority over the Military Department, camp grounds, and military reservations of the state.

Grants the adjutant general responsibility for operation, protection, safety, maintenance of order, enforcement of traffic rules, and promulgation of rules on all state military reservations.

Establishes that the adjutant general's authority supersedes any local ordinance or rule on the same or similar subject matters, while requiring state and other governmental agencies to enforce applicable legal requirements including environmental protection standards.

Authorizes the adjutant general to acquire private property by condemnation for camp grounds, rifle ranges, and other military purposes, with all damages and costs paid by the commissioner of management and budget from unexpended balances in the military fund after meeting National Guard demands.
