Removes tariff filing requirement from the 45-day registration and insurance compliance deadline for motor carriers obtaining certificates or permits under section 221.122.

Eliminates commissioner authority to suspend, postpone, or hold hearings on household goods mover tariffs based on complaints from other carriers or concerns about rates being unreasonably low under section 221.161, subdivisions 2, 3, and 4.

Requires household goods movers to maintain all effective tariffs at their principal place of business and terminal locations, and make them available for public inspection during business hours under new section 221.161, subdivision 5.

Expands the commissioner's penalty authority to include violations of tariff rules and accounting practices, up to $5,000 per single audit or investigation for motor carrier violations under section 221.036.

Changes tariff requirement language from "carrier" to "mover" and modifies related compensation and rate-fixing provisions in section 221.171.
