Municipalities must hold a public hearing within 60 days of receiving a park closure notice and appoint a qualified neutral third party, agreed upon by park owners and residents, to act as paymaster and arbitrator for relocation compensation disputes.

Purchasers of manufactured home parks must notify the park owner in writing if they intend to close or convert the park within one year, and residents owning at least 51 percent of homes have a 45-day right to meet the purchase price and keep the park as a housing community.

Manufactured home relocation trust fund threshold increased from $1,000,000 to $3,000,000, and park owners must contribute the lesser of actual relocation costs or $3,250 for single-section and $6,000 for multisection homes within 60 days of invoice.

Maximum relocation compensation increased from $7,000 to $12,500 for single-section homes and from $12,500 to $50-mile radius limit (previously 25-mile), with payment processing required within 14 days of application completion.

State authority to advance up to $400,000 from appropriations to the relocation trust fund until June 30, 2020, if the account balance is insufficient to pay approved claims.
