Extends Commission member appointment terms from three years to four years, with a maximum of three consecutive terms and 12 years total service.

Establishes a new executive committee authorized to exercise commission powers (except those required by law) and enter contracts up to $50,000 for services and supplies.

Adds two new commission duties: researching and advocating plans/programs/policies for deaf, deafblind, and hard-of-hearing populations, and encouraging interdepartmental coordination among state agencies and service providers.

Changes compensation and vacancy procedures to reference Minnesota Statutes section 15.059 instead of 15.0575.

Renames the commission from "Commission of Deaf, DeafBlind, and Hard-of-Hearing Minnesotans" to "Commission of the Deaf, DeafBlind, and Hard-of-Hearing" throughout statutes, effective August 1, 2018.
