The Commissioner of Health shall administer or contract for statewide tobacco cessation services to assist Minnesotans seeking to quit tobacco products and conduct public awareness activities about the dangers of tobacco use.

Cessation services must include telephone-based coaching and counseling, referrals, written materials, web-based texting or e-mail services, and free FDA-approved tobacco cessation medications consistent with evidence-based best practices.

Services must be coordinated with employer health plans and private sector tobacco prevention and cessation services available to individuals based on their employment or health coverage.

A tobacco cessation account is established in the special revenue fund with money annually appropriated to the Commissioner of Health for statewide tobacco cessation services.

An unspecified amount from fiscal year 2019 general fund deposits under the settlement agreement shall be transferred to the tobacco cessation account.
