Requires statutory and home rule charter cities to obtain at least a two-thirds vote of city council members present and voting to adopt an interim ordinance that regulates, restricts, or prohibits housing proposals.

Mandates a public hearing before adoption of a housing-related interim ordinance, with written notice provided at least three business days in advance to anyone who has submitted a housing proposal, has a pending proposal, or requested notification.

Requires the public hearing to occur on the earlier of the next regularly scheduled city council meeting after the notice period or within 10 days of notice, and prohibits proposed activities from being undertaken before the hearing.

Defines "housing proposal" as a written request for city approval of a project intended primarily to provide residential dwellings (single-family or multi-family) involving subdivision, development, or construction of residential buildings.

Takes effect for interim ordinances proposed on or after August 1, 2017.
