Appropriates $67,600,000 from the trunk highway fund bond proceeds account to the commissioner of transportation for phase I of a turbine interchange project at Interstate Highway 35W and Interstate Highway 494.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $67,600,000 to fund the appropriation, with proceeds deposited in the trunk highway fund bond proceeds account.

Funds cover design, engineering, environmental analysis, land acquisition including easements, and construction or reconstruction of phase I of the interchange.

Takes effect the day following final enactment.
