Modifies county payment obligations for care at Anoka-Metro Regional Treatment Center: zero percent for first 30 days, 20 percent for days 31 and over if clinically appropriate, and 100 percent on discharge days unless discharge plan refers to community competency restoration program.

Updates community behavioral health hospital payment requirements to 100 percent for discharge days only (if discharge plan does not recommend referral to competency restoration program and facility meets notice requirements).

Requires facilities to send notice and preliminary discharge plan to county and commissioner 10 days before client discharge; commissioner and facility must partner with county to find appropriate placement, and county cannot be charged if discharge is delayed by facility.

Directs commissioner to maintain and share with counties a comprehensive, continuously updated list of providers and facilities available for timely and appropriate client placement upon discharge.

Adds counties' disputes over cost of care under section 246.54 as grounds for state agency hearings under section 256.045.
