$4,000,000 appropriated from bond proceeds fund to commissioner of employment and economic development for a grant to St. Louis County for asset preservation of the St. Louis County Heritage and Arts Center (the Depot) in Duluth.

Asset preservation work includes predesign, design, construction, and renovation of mechanical, electrical, heating, ventilating, and air conditioning systems; life-safety building elements; and exterior building envelope integrity.

Appropriation becomes available only when the commissioner of management and budget determines sufficient resources have been committed to complete the project as required by Minnesota Statutes, section 16A.502.

Commissioner of management and budget authorized to sell and issue state bonds up to $4,000,000 to provide the appropriated money, in accordance with Minnesota Statutes, sections 16A.631 to 16A.675, and Minnesota Constitution, article XI, sections 4 to 7.

Bill effective the day following final enactment.
