Prohibits any person from knowingly euthanizing or authorizing the euthanasia of pet or companion animals using carbon monoxide, carbon dioxide, or other nonanesthetic gas at private or public animal shelters, humane societies, animal control facilities, or pounds.

Applies the prohibition to all facility types including animal shelters, humane societies, societies for the prevention of cruelty to animals, animal control facilities, and pounds.

Establishes violation of this prohibition as a misdemeanor offense.

Adds new section 343.38 to Minnesota Statutes, chapter 343 (relating to animals).
