Adds security screening systems to the list of ionizing radiation-producing equipment subject to annual registration fees, with a $100 fee per security screening system plus a $100 base facility fee.

Exempts employees of correctional and detention facilities who operate security screening systems designed to detect contraband on individuals in custody from examination requirements under subdivisions 5 and 6 of Minnesota Statutes section 144.121.

Requires security screening system operators at correctional and detention facilities to meet variance requirements under Minnesota Rules parts 4732.0305 and 4732.0565 until permanent rules are adopted by the commissioner of health.

Authorizes the commissioner of health to adopt permanent rules to implement the security screening system exemption and requirements.

Appropriates unspecified amounts from the state government special revenue fund to the commissioner of health for fiscal years 2019 and 2020, with funding ending in fiscal year 2021.
