Appropriates $3,300,000 from bond proceeds in the state transportation fund to the commissioner of transportation for a grant to the city of Becker for road and infrastructure improvements in the industrial park.

Funds cover design, engineering, and construction of improvements to existing Hancock Street South, new construction of an extension of Hancock Street South, and construction of sanitary sewer, water main, storm sewer, and other public infrastructure.

Improvements are intended to provide better mobility to marked U.S. Highway 10.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,300,000 to provide the appropriated funds.

Appropriation is available only when the commissioner of management and budget determines sufficient resources have been committed to complete the project.
