Commissioner of Natural Resources must establish and administer a grant program for outdoor environmental, ecological, and natural-resource-based education and recreation programs serving youth.

Grants may be awarded to public entities or private nonprofit organizations.

Priority must be given to programs that: provide direct nature experiences, use research-based educational curriculum, maximize participant numbers, utilize state park venues and personnel, and commit matching funds or in-kind resources.

Commissioner is exempt from rulemaking provisions in Minnesota Statutes chapter 14 when implementing this program.

Unspecified amount of funding is appropriated for fiscal year 2019 to the commissioner of natural resources for grants under this program.
