If operating money for the judiciary, constitutional offices, executive agencies, or legislature is not appropriated before July 1 of an odd-numbered year, those entities receive reauthorized appropriations at 90 percent of their base level for the new fiscal year.

Monthly allocations to affected entities cannot exceed 90 percent of their fractional share of the base level appropriation, with funds drawn from the same sources as the prior fiscal year.

The commissioner must adjust reauthorized appropriations according to forecast-adjusted base spending levels to fully satisfy fiscal obligations under current law, which exempts them from the 90 percent limitation.

Appropriations designated as one-time by the legislature are not reauthorized, and appropriations for programs expiring on or before July 1 are excluded from this continuing appropriation authority.

All statutory appropriations from the general fund or other state treasury funds continue under current law and are not limited by this section.
