Urges the United States Secretary of Commerce to reject the Department of Justice request to include a citizenship question on the 2020 Census scheduled for April 1, 2020.

States that adding a citizenship question would depress participation and cause population undercounts, disproportionately affecting states and cities with large immigrant communities like Minnesota.

Asserts that a citizenship question contradicts the Census Bureau's obligation under federal law to ensure information is "accurate, reliable, and objective" and conflicts with Census Bureau quality guidelines that disfavor questions diminishing response rates.

Urges the President and Congress of the United States to prevent the Census Bureau from including a citizenship question or taking other actions that could result in lower response rates or inaccurate state population counts.

Directs Minnesota's Secretary of State to transmit copies of this memorial to the U.S. Secretary of Commerce, the President, congressional leadership, and Minnesota's U.S. Senators and Representatives.
