Expands the scope of practice for advanced practice registered nurses (APRNs) by adding them alongside physicians in multiple healthcare statutes, including authority to certify medical conditions, order treatments, and make clinical determinations.

Allows APRNs to provide certification of attendance at death, document medical directives, and make determinations regarding terminal illness and palliative care in medical assistance and long-term care contexts.

Permits APRNs to serve as medical directors in opioid treatment programs when approved by variance by the State Opioid Treatment Authority and federal Substance Abuse and Mental Health Services Administration.

Authorizes APRNs to consult with minor parents in adoption proceedings and to certify medical conditions for various eligibility determinations in child protection and medical assistance programs.

Modifies provisions related to nursing facility admissions, life-sustaining treatment decisions, and medical assistance coverage to recognize APRNs as having authority equivalent to physicians in clinical decision-making roles.
