Renames the "Regent Candidate Advisory Council" to the "Legislative Commission on Regent Selection" and changes its composition from 24 appointed members to 8 legislators (4 house members and 4 senate members) appointed by party leadership

Reduces the number of regent candidates recommended by the commission from at least two to one and at most four to three candidates per vacancy, with recommendations due by January 15 of each odd-numbered year

Establishes a two-year rotating chair position that alternates biennially between a designee of the house speaker and a designee of the senate majority leader, with the house speaker designating the first chair

Requires the commission to develop selection criteria emphasizing diversity in geography, gender, race, occupation, and experience, and to identify specific skills and characteristics needed for board membership

Directs the joint legislative committee on regent nomination to recommend no more than one candidate per vacancy to a joint convention of the legislature, considering board needs and demographic balance
