Expands the definition of "owner" to include operators, lessors, and sublessors of self-service storage facilities, as well as agents or persons authorized to manage the facility or receive rent from occupants.

Defines "rental agreement" as a written agreement between owner and occupant that establishes or modifies the terms and conditions of storage space use at a self-service storage facility.

Requires a 45-day waiting period after default before personal property may be sold, or 60 days if the property is a motor vehicle or watercraft.

Mandates sale advertisements be published weekly for two consecutive weeks in a newspaper, with sales occurring at least 15 days after first publication, or posted on a public website if no qualified newspaper is available.

Permits property sales to be conducted via online auction or in-person at the storage facility, requires all bidders to register and agree to sale rules, and mandates sales be conducted in a commercially reasonable manner.
