Reorganizes and expands qualifications for mental health practitioners, reducing work experience requirements from 6,000 to 4,000 hours and adding new credential pathways through practicum/internship completion.

Creates clinical trainee category for mental health practitioners, allowing medical assistance coverage for diagnostic assessment, explanations of findings, and psychotherapy under clinical supervision.

Establishes qualification standards for mental health rehabilitation workers, reducing supervised work experience requirement from 4,000 to 2,000 hours for certain credential holders.

Effective the day following final enactment, applies to adult rehabilitative mental health services, assertive community treatment teams, crisis stabilization services, and children's therapeutic services and supports.
