Defendants under 18 years of age sentenced for first-degree murder or criminal sexual conduct crimes shall receive life imprisonment with possibility of release rather than life without release.

Inmates serving mandatory life sentences under sections 609.106, subdivision 2, or 609.3455, subdivision 2, paragraph (a) are ineligible for supervised release.

Inmates serving life sentences under section 609.3455, subdivisions 3 or 4, must complete sex offender treatment, chemical dependency treatment if needed, and mental health treatment if needed before being considered for supervised release.

Comprehensive release plans must be developed for inmates serving life sentences under section 609.3455, subdivisions 3 or 4, including suitable housing, aftercare, community-based treatment, and postprison employment or education plans.

Provisions are effective the day following final enactment and apply retroactively to offenders previously sentenced to life without release.
