Adds a new subdivision to Minnesota Statutes 2016, section 116.07, exempting temporary storage facilities at commodity facilities from fugitive emission standards under Minnesota Rules, parts 7011.1000 to 7011.1015.

Exempts portable equipment and fugitive dust emissions directly associated with qualifying temporary storage facilities from applicable standards of performance.

Defines "temporary storage facility" as a grain storage facility with an asphalt, concrete, or comparable base; rigid, self-supporting sidewalls; adequate aeration; and acceptable covering.

Defines "portable equipment" as non-fixed equipment that can be moved, including portable receiving pits, augers, conveyors, and reclaim equipment directly associated with the temporary storage facility.

Takes effect the day following final enactment.
