Appropriates $24,400,000 from bond proceeds to the commissioner of administration for designing, constructing, and equipping Capitol Area security improvements identified in the 2014 Minnesota State Capitol Complex Physical Security Study.

Security improvements include bollards, blast protection, infrastructure security screen walls, door access controls, emergency call stations, security kiosks, locking devices, and traffic control.

Appropriates an additional $9,100,000 from the general fund in fiscal year 2019 for Capitol Area security improvements, available until project completion or abandonment.

Authorizes the commissioner of management and budget to sell and issue up to $24,400,000 in state bonds to provide the bond proceeds funding.

Takes effect the day following final enactment.
