Requires the state chief information officer to submit a comprehensive annual project portfolio report to legislative committees detailing project costs, status, solicitation information, completion dates, ongoing support costs, and expected live deployment dates.

Mandates the chief information officer provide notice to relevant legislative committees at least 30 days before any project is deployed for live use within an affected agency.
