Establishes a state rail safety inspection program consisting of up to six positions, including state rail safety inspectors and a program supervisor, under the Minnesota Department of Transportation's Office of Freight and Commercial Vehicle Operations.

Authorizes state rail safety inspectors to inspect mainline track, secondary track, yard track, railroad right-of-way, bridges, yards, train equipment, railroad operations, and to review safety requirements, maintenance records, and security measures.

Allows inspectors to participate in federal State Rail Safety Participation Program disciplines including track, signal and train control, motive power and equipment, operating practices, hazardous materials, and highway-rail grade crossings.

Requires the commissioner to annually assess railroad companies operating in Minnesota that are classified as common carriers or Class I/II railroads, with costs allocated proportionally based on route miles operated in the state.

Establishes a state rail safety inspection account in the special revenue fund to receive assessment funds and other money, with appropriations used to administer the inspection program.
