HF3463 Summary

• Adds new unfair practice provisions for vehicle manufacturers, including prohibiting chargebacks or adverse actions against dealers when vehicles are exported (unless dealer knew of export intent), and prohibiting chargebacks solely due to unreasonable state registration delays until June 30, 2021.

• Allows licensed dealers to individually determine vehicle base value for registration tax purposes using manufacturer's suggested retail price information, with registrar accepting dealer's determination.

• Permits single legal entities holding multiple vehicle dealer licenses to hold and offer vehicles at any licensed location without transferring ownership or title between licenses.

• Establishes Motor Vehicle Title and Registration Executive Steering Committee in Department of Public Safety with representatives from deputy registrars, auto dealers, auto auctioneers, and state IT staff to advise on vehicle registration systems and propose legislation; committee expires June 30, 2021.

• Allows temporary motor vehicle permits to be issued for up to 180 days when the driver and vehicle information system cannot complete transactions timely, and exempts licensed dealer title transfers from $2 late fees effective July 1, 2019.
