Metropolitan Council must adopt a nonfixed guideway transit system development implementation plan by August 1, 2020, for the metropolitan area and submit it to relevant legislative committees.

Implementation plan must establish comprehensive system design for transit enhancement and expansion, propose an implementation schedule, and incorporate goals from the transportation policy plan with priority on increasing ridership, improving accessibility for transit-dependent populations, enhancing customer experience, congestion relief, and safety.

Plan must identify corridors and preliminary routing for expansion of arterial bus rapid transit, highway bus rapid transit, and express bus service, and cannot include light rail transit, commuter rail, or streetcar project development except for light rail lines already in project development.

Plan must address transit facility modernization, capital expansion, system operations and maintenance, and identify technology solutions including real-time schedule information, improved bus shelters, low-floor buses, and fare payment system improvements.

Plan must include comprehensive financial information identifying estimated revenue, expenditures, funding strategy for any revenue gap, and comparisons between proposed and current transportation policy costs.
