$4,500,000 appropriated from the bond proceeds fund to the city of St. Paul for the Conway Community Recreation Center project.

Funds to be used for construction of playing fields, expansion of facilities, renovation and addition to existing structure, site remediation, design and site improvements, seasonal dome infrastructure, and four turf athletic fields.

City may enter into a lease management agreement under Minnesota Statutes section 16A.695 for facility operation.

Appropriation available only when the commissioner of management and budget determines sufficient resources have been committed to complete the project.

Commissioner of management and budget authorized to sell and issue state bonds up to $4,500,000 to provide the appropriated funds, with effectiveness the day following final enactment.
