Classifies saltwater aquatic farms and processing facilities as agricultural operations for purposes of Pollution Control Agency construction, discharge, and other permits.

Defines "saltwater aquaculture," "saltwater aquatic farm," and "saltwater aquatic life" in Minnesota Statutes section 17.4982.

Requires transportation permits from the commissioner of agriculture prior to importation or intrastate transportation of saltwater aquatic life, valid for 30 days and usable for multiple shipments if source and destination remain the same.

Requires shipments to include disease-free certification from an approved laboratory, either for the originating facility (36 consecutive months) or for the specific shipment, with quarantine required for foreign-origin shipments under commissioner-approved plans.

Exempts from permit requirements: processed saltwater aquatic life, direct shipments to food processing outlets, exports, pass-through shipments, and intrastate transport between licensed saltwater aquaculture facilities, provided shipping documents accompany the shipment.
