Appropriates $2,000,000 in fiscal year 2019 for rental housing assistance to persons with mental illness or families with an adult member with mental illness under Minnesota Statutes section 462A.2097.

Appropriates $1,750,000 in fiscal year 2019 for rental assistance to highly mobile students program and $250,000 for grants to related programs under Minnesota Statutes section 462A.204.

Appropriates $2,000,000 in fiscal year 2019 as one-time funding for grants to local housing trust funds, with matching funds of 100 percent for amounts up to $150,000 and 50 percent for amounts between $150,000 and $300,000 received from housing and redevelopment authority levies or local government appropriations.

Recipients of housing trust fund grants must use funds within eight years for authorized purposes benefiting households with incomes at or below 115 percent of state median income, or return unused funds to the Housing Finance Agency.
