Appropriates $3,300,000 from bond proceeds to the Commissioner of Natural Resources for a grant to the city of Stillwater for St. Croix River riverbank restoration.

Grant funds cover predesign, design, engineering, and construction of riverbank restoration and an integrated walkway along the restored riverbank in Stillwater.

Appropriation becomes available only when the Commissioner of Management and Budget determines sufficient resources have been committed to complete the project under Minnesota Statutes, section 16A.502.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $3,300,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
