HF3479 Summary

• Adds 15 new synthetic cannabinoids and fentanyl analogs to Schedule I controlled substances, including bromadol, acetyl fentanyl, and U47700.

• Creates new penalties for kratom sales to minors (gross misdemeanor) and possession by minors under age 18 (misdemeanor), effective August 1, 2018.

• Defines "intoxicating substance" as drugs or chemicals impairing the central nervous system or sensory/mental processes, and expands DWI laws to include impairment from intoxicating substances (not just alcohol and controlled substances).

• Replaces references to "hazardous substances" with "intoxicating substance" throughout DWI-related statutes for motor vehicles, motorboats, aircraft, snowmobiles, and firearms.

• Applies all changes to crimes committed on or after August 1, 2018.
